[announce] New NEPL and MCoA release for UMIP

Dear all,

We are glad to announce a new release of the NEPL and MCoA code for  
the UMIP software. UMIP (http://www.linux-ipv6.org/umip-0.3- 
ann.html.en) is an effort from the USAGI project to update MIPL2 to  
the current kernel version. We have thus ported the NEPL and the MCoA  
code to the UMIP 0.3 release to take advantage of the latest kernel  
and userland improvements.

NEPL comes as a patch to UMIP, and now runs on a 2.6.23.3 kernel.
MCoA has also been ported to UMIP and is thus now running on a  
2.6.23.3 kernel. It is also released as a patch.
