this mail is dated from 2001, so very old ! It refers to some document
for MIPL1, which is completely different from MIPL2 from the design
point of view. So even if you can get it, it will not be useful to
understand MIPL2.

NEPL is based on MIPL2, so basically the design is strictly the same,
just few things were added to support Network Mobility.
Unfortunately, I am not aware of such document for MIPL2. The only one
available... is the source code itself. With little time and will, it is
not very difficult to understand the basic mechanism of MIPL2.
