It should be okay if you have followed the NEPL Howto. This howto has  
all the necessary information to build the whole test platform.

To which package do you refer ? the one on http://www.mobile- 
ipv6.org ? This one is a bit deprecated, as it is based on a previous  
release of MIPL2. So you do not need to install it, as UMIP + NEPL is  
more up-to-date.
