[support] New NEPL and MCoA release for UMIP 0.4

Dear all,

I have updated the MCoA patch today, it fixes an important bug (the  
MNN in the mobile network could not reach the CN in the Internet in  
some cases). It is still tagged as the 20080108 release as it solves a  
bug that appears with that very release.

If you have downloaded the MCoA patch from the 20080108 release,  
please download it again from http://www.nautilus6.org/doc/nepl-howto/

The NEPL patch was not updated as it was not affected by this problem.
