Ok I see, you were actually using MCoA right? (the xfrm_create flag  
only appears in the MCoA code).
I've never tested the MCoA code with Route Optimization, so there are  
certainly some stuff to fix in that case.

Your fix prevents the CN to install some of the XFRM policies mandated  
by MCoA. I don't think it is the best way to handle the problem but,  
as I do not plan to update the MCoA code at the moment, if this  
workaround works for you that's good to know.
