[support] when do MN's NEPL perform the mn_do_dad function?

Hi everybody,
We all know the MN perform the dad process when the MN return the home
network.
I use the "iwconfig" instuction to transform the ESSID from foreign network
to home network,
but the MN's NEPL program doesn't profrom the dad process.

I guess the MN perform the dad process at mn_do_dad function,so I insert a
debug message in this function.
When I do the handover action , there is not any debug message about dad at
the MN.

I think is the check handover isn't active because I use the iwconfig
instruction ?
