[support] DAD invoke

Hi every body~
I traced the NEPL code , and found a problem.
In my knowledge, when MN returns to the home network from foreign network,
MN must do DAD action to detect whether there are duplicate addresses in the
home network or not.
But I have traced the code and debug message, I don't find it do the DAD
action.

In the NEPL , the DAD_TIMEOUT is a constant , 1 sec.
but from MN send_BU to recv_BA is just 0.8 sec from my observing.

Could anybody tell why this ?
