[support] NEPL & MCoA patches update

Dear all,

New versions of the NEPL and MCoA patches are available. The new NEPL  
patch fixes a routing issue when the MR returns home. The MCoA patch  
was updated in order to apply correctly above the NEPL patch. Both  
were successfully tested on a 2.6.29 kernel.

The NEPL howto was also updated to reflect this update. More
