It seems like a configuration issue on iked or spmd on your MN. You can
find a what the log should look like in this message, for reference:

Please fix the issue that you MN does not send an IKE_SA_INIT message to
the HA first. Once the IKE negotiation succeeds, you should be able to
use MIPv6.
