[support] UMIP: Config option InitialBindackTimeoutFirstReg ?

Little typo here: the "=" must not be used. I tested with :
InitialBindackTimeoutFirstReg 6.0;
InitialBindackTimeoutReReg 3.0;

and got these same values in the mip6d debug log. I tested with UMIP  
0.4 from the USAGI git repository.
