[support] UMIP: Config option InitialBindackTimeoutFirstReg ?

Hi

Sorry for causing some trouble. This was my own fault, the config file
was missing a ;.

However, the issue about INITIAL_SOLICIT_TIMER which I also brought up
is still valid. But I guess this is more of a RFC-problem.
But there are situations when the default value of 3 seconds is
unusable, so my suggestion is to make in configurable.
I would gladly submit a patch for this but I cant seem to grasp how
the configuration parsing is done...
