Hi,

It is strange to me that your network dump does not show the IKE
message, that is sent according to your iked log on the MN:

bytes message will be sent to 3ffe:0:0:2::1[500]

Can you first check that this message is really sent by the MN and
received by the HA?

Secondly, I am not sure about the origin of these messages:

I don't recall if these are normal or not. Maybe someone with a working
testbed will be able to confirm this. Anyway, I believe the issue is
that the first IKE_SA_INIT message is not received by your HA, and
therefore no SA is created. You may check any firewall or routing problem?
