Hi,

This time, I can see an IKE exchange in the log of the MN (but, oddly,
not on the HA... Maybe the packets are received through another
interface?) as follow:

Can you send the new log of iked from your MN and HA? These logs should
show the exchange that is captured, and the reason why the SA is not
created...

I don't think quagga is needed, unless you have a complex testbed with
dynamic routing required...
