[support] HA reliability implementation

Hi,

We are pleased to announce the release of an implementation of the  
Home Agent Reliability protocol for UMIP 0.4 (contribution from Thales  
communication). It is based on the IETF "Home Agent Reliability  
Protocol" (draft-ietf-mip6-hareliability-04).
