[support] How do the tunnel work?

Hi, every body.
I have a problem about tunnel working.

I read the source code in the NEPL program,and I guess the tunnel function
is not in the NEPL.
The NEPL will call the linux kernel and tell kernel about the tunnel
information to setup it.

Now, I am writing a small project like NEPL.
When the MN go to the foreign network and the RO is on, the CN sends packets
with RO.
These packets will go to the MN's CoA directly because RO,but the
destination addresss is still MN's HoA.

The problem is how I talk with linux kernel and ask kernel to setup the
tunnel.
