[support] MCoA doesn't read router advertisements

Can you try and do:

$ sudo ip xfrm policy flush ptype main
$ sudo ip xfrm policy flush ptype sub

before restarting mip6d and tell us if that helps. If that works, this
may indicate an unbalanced xfrm call in MCoA patch.
