[support] Kernels for UMIP-0.4 and NEPL

Hello,
Sebastien is perfectly right: the NEPL patch adds the NEMO features to UMIP, and does not remove any of the MIP6 features. You can use a UMIP patched with NEPL on both NEMO and MIP6 nodes.
The kernel to run a UMIP patched with NEPL is the same as the one to run a legacy UMIP 0.4.
